Property Search Update
There are not many commercial properties centrally located that First Chance can afford to purchase. Ms. Poole’s recommendation is that First Chance continues to rent for another 2 years until the agency builds its cash flow. First Chance is negotiating an indirect rate with the federal government. After discussing the situation with Sheri Hines, the realtor who has been assisting First Chance, Ms. Poole recommended First Chance recruit someone from the building/contracting field to serve on the Board.
Executive Committee Meeting - update on effort to improve communication with Community Partnership
Mr. Peters stated that better communication between the agencies would help relations. A tour of the First Chance Early Learning Center was recommended. It appears that Community Partnership wants to continue the funding of the 1519 monies thru next fiscal year.

Director’s Report
First Chance received on-site audit visits from Children's Trust Fund to review competitive and license plate grants; and from the Missouri Department of Social Services to review competitive Stay-At-Home Parent funds. Both audits were favorable. Missouri Department of Social Services issued a list of findings. All findings were resolved, except for notifying the state when the agency has staff changes. First Chance will notify DSS in the future of staff changes. Children's Trust Fund was impressed with the program, record keeping and financial documentation. First Chance will receive written confirmation of these audits.
Discussion of the United Way video. First Chance will be one of three agencies highlighted in the upcoming campaign video. KOMU will produce a short video about First Chance for the agency to use as part of the United Way campaign, and also for agency purposes.
It is time to write a proposal for Boone County Social Services Advisory funding. The Office of Community Services recommends the agency develop a consumer-driven model. Discussion followed about the pros and cons of such a model. Ms. Brown, Ms. Duvall, Ms. Poole, and Mr. Rose will stay after the meeting to further discuss.
State-funded projects and Foundations for Learning
Ms. Duvall stated that FFL is being wrapped up as the 17 months of the grant were over at the end of February. Observation training will begin in March at the First Chance Early Learning Center in partnership with Educare as part of the agency's commitment to Accreditation funding.
Early Reading First
Ms. Trumbower gave an overview of where ERF is so far. By April the first outcomes from the grant will be available.
Meeting adjourned. Next Board of Directors meeting will be April 6.
